One of the CTSA Evaluation and Tracking components' Specific Aims is to “develop a method to evaluate the effectiveness of the ACTRI.” The Logic Model, a graphical method to assess the ACTRI, was implemented by Dr. Babbi Winegarden in the first phase of the ACTRI evaluation program. The second phase is the creation and implementation of the Balanced Scorecard (BSC), which aligns business activities to the vision and strategy of the ACTRI, improves internal and external communication, and monitors organizational performance against strategic goals.
Daniel L. Bouland, MD, MS, FACP, Health Sciences Clinical Professor of Medicine, is the Director of Evaluation at ACTRI. With a master’s degree in health care management from Harvard University and over two decades of administrative experience, Dr. Bouland brings a wealth of expertise to the ACTRI. As Department of Medicine Vice-Chair for Clinical Operations, Dr. Bouland and his team have successfully pioneered application of the BSC method to the academic environment. This tool provides a structured method to measure outcomes and facilitate strategic planning.
Dr. Bouland graduated from Loma Linda University School of Medicine and completed his internal medicine residency at the same institution. He is board certified in Internal Medicine, Geriatric Medicine and Managed Care Medicine. Past academic and leadership positions in southern California include: Chief, Department of Medicine, Riverside County Regional Medical Center; Vice-Chairman, Department of Medicine, Loma Linda University; Co-Director, Internal Medicine Residency Training Program, Loma Linda University; acting medical director, California Medical Review, Inc.; and CEO/President, Mission Medical Group of the Inland Empire (an IPA). While with the VA Pacific Islands Health Care System, Honolulu, Dr. Bouland initially served as Associate Chief of Staff for Primary Care and Medicine then accepted the position of Director of the Office of Referral and Management Services, providing oversight for all clinical care in the Pacific domain. Dr. Bouland joined the faculty at UCSD in 2006. He continues administrative and academic activities as well as ward and teaching duties, recently receiving an Excellence in Teaching award.
Of added interest is Dr. Bouland’s international experience as lecturer, medical care provider, and administrative consultant in countries including Saudi Arabia, Brunei, Singapore, the Philippines, Guam, Palau, and China.
